Issuance of a resolution by the Organization of Islamic Cooperation, emphasizing Iran's right to defense and forming a ministerial contact group

The foreign ministers of the member states of the Organization of Islamic Cooperation issued a resolution strongly condemning the aggression of the Zionist regime and the United States against Iran.

According to Ashura News, citing IRNA, the meeting of the Foreign Ministers of the Organization of Islamic Cooperation member states, which was held in Istanbul, Turkey on June 21 and July 2, in addition to holding a special meeting, also strongly condemned the aggression of the Zionist regime and the United States against the Islamic Republic of Iran in a resolution.

The contents of the resolution are as follows:

Resolution No. 69/51-POL

On the recent aggression of the Zionist regime against the Islamic Republic of Iran

The fifty-first meeting of the Council of Foreign Ministers of the Organization of Islamic Cooperation (with the topic: Organization of Islamic Cooperation in a Changing World) was held in Istanbul, Republic of Turkey, on June 21-22, 2025 (25-26 Dhu al-Hijjah 1446 AH);

Strongly condemning the Israeli regime’s continued acts of aggression against the Islamic Republic of Iran, which began on June 13, 2025, including repeated military attacks on civilian infrastructure, peaceful nuclear facilities under full International Atomic Energy Agency safeguards, and the assassination of scientists, senior military commanders and innocent civilians, including women and children, which constitute a gross violation of peremptory norms of international law and the principles of the United Nations Charter, including the prohibition of the threat or use of force against the sovereignty and territorial integrity of other States;

Stressing that such attacks constitute aggression under the United Nations Charter, including Article 2(4) thereof, and a war crime under international humanitarian law;

Reiterating the full solidarity of the Organization of Islamic Cooperation and its Member States with the people and Government of the Islamic Republic of Iran against the aggression of the Israeli regime;

Stresses the importance of stopping Israeli military operations against Iran and calls on all parties in the international community to refrain from escalating the conflict, given its serious threat to international and regional peace and security;

Recalling the provisions of United Nations Security Council Resolution 487, which strongly condemned Israel’s military attack on nuclear facilities and called on Israel to refrain from any similar action or threat in the future;

Stressing the provisions of Resolution (444) adopted by the 19th Regular Session of the General Conference of the International Atomic Energy Agency, Resolution (475) adopted by its 31st Regular Session, and Resolution (533) adopted by its 34th Regular Session, all of which strongly condemn attacks on nuclear facilities of IAEA Member States;

Reaffirming Iran’s inalienable right to self-defense in accordance with Article (51) of the Charter of the United Nations;

Reaffirming the importance of establishing a zone free of nuclear weapons and other weapons of mass destruction in the Middle East;

1. Strongly condemns the Israeli regime’s military aggression against the Islamic Republic of Iran, including the aggressive military attacks on civilian infrastructure, peaceful nuclear facilities under full IAEA safeguards, and the assassination of scientists, senior military commanders and innocent civilians, including women and children.

2. Also condemns the attacks by the Israeli regime and the United States of America against Iran’s peaceful nuclear facilities, including Natanz, Fordow and Isfahan, which are under full IAEA safeguards. These attacks are in violation of the resolutions of the General Conference and the Board of Governors of the IAEA prohibiting attacks or threats of attacks against nuclear facilities; calls on the Agency to unequivocally condemn these attacks and report them to the Security Council.

3. Calls on Israel to accede to the Treaty on the Non-Proliferation of Nuclear Weapons without delay and to place all its nuclear facilities and activities under full IAEA safeguards;

4. Declares that such barbaric attacks constitute a violation of international law, including the Geneva Conventions, and seriously threaten regional and international peace and security.

5. Calls for an immediate cessation of all acts of aggression by the Israeli regime against the Islamic Republic of Iran and stresses that the Israeli regime must be held fully accountable for its crimes under international law.

6. Also calls on the United Nations Security Council to urgently address this major threat to international peace and security and to take decisive action under Chapter VII of the United Nations Charter to compel the Israeli regime to immediately cease this aggression; Calls upon the members of the Organization of Islamic Cooperation in the Security Council to take all necessary steps to adopt a resolution to oblige the Israeli regime to comply with its obligations under international law, including relevant United Nations resolutions.

7. Appreciates the statements of condemnation and support of the Member States and expresses its solidarity and full support for the Government and people of the Islamic Republic of Iran in this difficult period of confronting this aggression;

8. Decides to establish an open-ended ministerial contact group, which will be tasked with maintaining regular contact with relevant regional and international parties in order to support efforts to reduce tensions, stop the aggression against Iran and achieve a peaceful solution;

9. Reiterates the inherent right of the Islamic Republic of Iran to defend itself and to take all necessary measures to fully protect its sovereignty and citizens and prevent the recurrence of such criminal acts against its territory in the future.

10. Condemns the flagrant violation of Iraqi airspace, which is a clear violation of the principles of international law, and holds the Zionist regime legally and politically responsible for this act of aggression.

11. Calls on the groups of ambassadors of the Organization of Islamic Cooperation in capitals and international organizations to take immediate action to convey the position of the Organization to the capitals, media and civil society of the countries and organizations where they are assigned, and to collectively accelerate their efforts to condemn and stop the aggression of the Zionist regime against the Islamic Republic of Iran.

12. Calls on the Secretary-General to register this resolution as an official document of the United Nations.

13. Decides to actively follow up on this issue.
