The foreign policy expert said: "Throughout its existence, Iran, with the support of its people, has used all the tools of political power, diplomacy, etc. to overcome challenges, and the trigger mechanism will not be an exception."
According to Ashura News, citing Mehr News Agency, the activation of the trigger mechanism has once again drawn attention to the Security Council sanctions. While this mechanism can apply economic and political pressure on Iran, the role of active diplomacy and the support of key BRICS countries can reduce the effectiveness of the sanctions and challenge their implementation process. We spoke to Seyyed Reza Sadr al-Husseini, an expert on foreign policy issues, about the consequences of this mechanism and the diplomatic capacities to benefit from the capacities of BRICS member countries.
What consequences could the activation of the trigger mechanism have in practice? Is it simply a tool for political and economic pressure or is it a prelude to escalating tensions and even military conflict?
First of all, I must say that over the past many years, the Islamic Republic of Iran has focused on “seriousness, good faith, and responsibility in negotiations” and “efforts to find a diplomatic solution to the nuclear issue,” such as the statements of the President, the Foreign Minister’s speech in the Security Council, the Foreign Minister’s letter to the Secretary-General, the Foreign Minister’s letter to counterparts, the Foreign Ministry’s statement, the messages of the Foreign Minister and the Foreign Ministry’s spokesperson. Usually, the design of the other side in these circumstances is to try to introduce the Islamic Republic of Iran as the culprit of the failure by launching a kind of blame game, while the failure to implement the commitments and negligence of the Western parties to the JCPOA caused the failure of this initiative based on multilateralism, and there are ways out with Iran’s extensive experience in neutralizing and circumventing sanctions.
After many ups and downs regarding the possibility of activating the trigger mechanism within the framework of the nuclear agreement known as the JCPOA, some European countries, including Japan, announced that this mechanism had been implemented against the Islamic Republic of Iran; An issue that some of the drafters of the JCPOA previously considered unenforceable or lacking a legal basis in the text of the agreement. It should be stated precisely what action the trigger mechanism had taken so far and why and for what reason the efforts of the responsible authorities in the Islamic Republic to stop or continue it are important.
The intelligent initiatives and measures of the Islamic Republic of Iran to confront the illegal action of the three European countries and reduce the negative effects of this action in the domestic and international arenas are commendable and commendable. However, the excessive ambition and repeated non-commitment of the European parties, which took place under the direct guidance of the United States, prevented the realization of positive results of these efforts and ultimately, the unjustified and illegal action of these three countries was implemented in full compliance with US policies.
It should be noted that 6 resolutions against Iran had been passed before 2015, which the JCPOA stopped. It should be noted that the text of those resolutions mostly focuses on issues that emphasize the main issue, namely nuclear and missile issues in the Islamic Republic; Of course, some analysts, most of whom are abroad and whose content can be received in the form of translations or influence on the analysts' statements, greatly magnify this issue and consider it as a matter of militarization against Iran. But in fact, none of the 6 resolutions approved by the UN Security Council emphasizes the issue of Article 42 of the UN Charter and Chapter 7. Of course, it should be noted that everything that has been stopped so far in the two issues mentioned (nuclear and missile) over the past decade has been implemented by multilayered sanctions, the number of which is more than 4,800 sanctions, and the Iranian people have been able to neutralize or circumvent a large part of these sanctions in various ways.

The trigger issue will have a psychological function and pressure on the public opinion of the Iranian people, rather than directly affecting the daily economy of the people or the national security of Iran.
How can Iran benefit from the capacities of the BRICS member countries to reduce the effectiveness of the sanctions?
It should be noted that the capacities created over the past decade, which are the efforts of various authorities and governments, have today exempted the Islamic Republic of Iran from severe economic tensions that may be declared based on an irrational and unprincipled analysis of the trigger mechanism, one of which is Iran's membership in BRICS, which controls a large part of world trade along with the world's population coverage. In fact, we can say that some of the BRICS member countries are trying to remove the dollar leverage from the equations in their economic interactions and regulate their economic transactions and interactions in the form of barter of goods or money accepted by the member countries. The Islamic Republic of Iran can take advantage of this capacity well.
We should note that a major part of Iran's current trade is with BRICS member countries, and the prospects for increasing these economic, banking, and port interactions in this regard are very clear and broad for Iran. Perhaps an issue called the activation of the trigger mechanism could well encourage the Islamic Republic to use these capacities and open new economic conditions for various discussions in the production, trade, technical, engineering, and economic interactions of Iran.
From Iran's perspective, Security Council Resolution 2231 and the restrictions contained therein regarding the nuclear program are considered to have expired on the due date (26 Mehr 1404) and we do not consider any obligation to the members of the United Nations regarding the provisions and mechanisms of the repealed resolutions, and in this regard we also enjoy the support of our close partners such as Russia, China, BRICS member countries, and a number of our neighbors.
Today, the differences between Russia and China with the United States and Europe have taken on a substantive form, and the parties are in serious conflict with each other on various issues. Iran can count on the partnership and support of Beijing, Moscow and other countries in confronting Western sanctions.
Considering Russia's recent moves in the Security Council and the official correspondence it has conducted, is it really in support of Iran or is it more in line with Russia's macro interests and leverage against the West?
In the science of international relations and economics, the most important component of interactions is considered to be the "national interests" of countries; the reality is that over the past decade, Russia has provided significant support in the area of securing Iran's national interests, both in dealing with ISIS terrorism in Syria and subsequently in strengthening the economies of the two countries. In recent weeks, a new face of Russia's support for the Islamic Republic's grand goals in the field of national interests has been observed. Therefore, it should be noted that the opposition of Russia and China to the issue of the trigger mechanism and the writing of a detailed legal letter stating that the activation of the trigger is illegal and issuing an official statement on this matter are among the measures that were mentioned. New polarizations on the issue of the trigger mechanism are becoming more apparent and evident in the field of international relations. It can be claimed that the fluidity of the international system and the movement of power from the West to the East in this matter have become a practical form from a theoretical form and scope, which can accelerate this movement and transfer of power and show a more accurate appearance to the world with the cooperation of independent countries in the East such as Iran, Russia, India, China and some BRICS member countries. It is said that the implementation of sanctions is not possible without going through the sanctions committees, where Russia and China have a strong presence. Please tell me to what extent the role of Russia and China in the sanctions committees can prevent the return of sanctions. Or slow down the return process?
The implementation mechanism of the alleged sanctions of the Security Council is subject to their follow-up and implementation in the sanctions committees, which basically play the most important role in the implementation of sanctions, and since Russia and China are members of these committees and play an effective role, they can create a serious obstacle in this regard and make this mechanism ineffective from the beginning.
Given the current situation, what priorities should Iranian diplomacy focus on to change the structural capacities of the United Nations in its favor?
It seems that, given the events that have occurred in recent years and the inefficiency of the UN Security Council and the use of the veto in unfair and unjust cases by Western countries to a much greater extent than in previous decades, the issue of fundamental changes in the framework of world governance by the United Nations has led to significant agreements between independent countries in the East, West, and Latin America, a prominent example of which is the opposition of 142 countries in the General Assembly to the unilateralism of the United States in supporting the Zionist regime in its ongoing crimes in Palestine and Gaza. Therefore, it seems that the current situation in the United Nations has become more evident in the proximity of countries that have become more aware of the important issue of independence and opposition to the intervention of major countries such as the United States in their domestic and regional issues. Therefore, this situation can be fully utilized in line with the changes that have occurred in the majority of the world's countries to govern the world through an international institution.
The Islamic Republic of Iran has proven throughout its life that, with the support of the people, it has always used all the tools of its political, diplomatic, economic, cultural, and military power to overcome challenges at the lowest cost, and this case will not be an exception to the previous cases.
