The President's visit to China is a turning point in the active diplomacy of the Islamic Republic of Iran.

The Deputy Minister of Legal and International Affairs of the Ministry of Foreign Affairs explained the details of the visit of our President, Masoud Pezhakian, to China and his attendance at the Shanghai Cooperation Organization Summit, and considered this trip a turning point in the active diplomacy of the Islamic Republic of Iran.

"The presence of Dr. Pezhakian, the esteemed President of the Islamic Republic of Iran, at the Shanghai Cooperation Organization Summit in China marked active diplomacy for our country.

While delivering two separate speeches at the Shanghai and Shanghai Plus summits, he presented initiatives to make the organization more active and effective. On the other hand, in bilateral meetings with the presidents of China, Russia, Turkey, Tajikistan, the Prime Minister of Pakistan, and the Secretary-General of the United Nations, the relations of the Islamic Republic of Iran with these countries and the United Nations were reviewed and necessary decisions were made to develop cooperation.

The most important topics related to the summit and meetings are as follows:

1. The President's proposals at the Shanghai Summit: Establishing a committee on peacebuilding composed of foreign ministers of member countries to examine various crises that threaten regional peace and security and to present operational proposals for crisis management; The initiative of the “Special Accounts and Settlements of the Shanghai Cooperation Organization” as a practical mechanism to strengthen financial cooperation to reduce the effects of illegal sanctions on the economic interactions of members.

2. The most important points raised by the President at the Shanghai Plus Summit: Shanghai Plus is a valuable opportunity to deepen cooperation in building a more peaceful world; Iran has a high geographical advantage to join the Belt and Road Initiative; we have always been and are ready to find a diplomatic solution to peacefully resolve the peaceful nuclear program; we consider the “Global Governance Initiative” of the Chinese President an effective step towards achieving a more just world.

3. Issuance of more than 20 documents and statements at the summit in various areas of cooperation, including the agreement to establish a comprehensive center to deal with security challenges and threats, the agreement to establish a center to deal with narcotics, the organization’s ten-year strategy, cooperation in the fields of artificial intelligence, narcotics, green industry, scientific and technological cooperation, multilateral trade, sustainable energy development, and ...

5. In the final statement of the heads of state of the organization, the member states, while strongly condemning the military attacks of the Zionist regime and the United States against the Islamic Republic of Iran in June 2025, stated: Such aggressive acts against civilian sites and infrastructure, including nuclear facilities, which resulted in the deaths of civilians, are a clear violation of the principles and norms of international law and the Charter of the United Nations and an attack on the sovereignty of the Islamic Republic of Iran. These actions have harmed regional and international security and have serious consequences for global peace and stability.

In this section, it is also stated that nuclear physical security and the protection of nuclear facilities must be permanently guaranteed, including during armed conflicts, with the aim of protecting the population and the environment from harm. In the statement, the leaders also emphasized the importance of UN Security Council Resolution 2231 (2015), noting that the resolution is binding and must be implemented in full and in accordance with its provisions, and considered any attempt to interpret it arbitrarily as undermining the credibility of the UN Security Council. They called for the resumption of constructive dialogue between the relevant parties and emphasized the need to focus on finding common solutions to prevent further escalation of the situation.

The leaders’ statement also mentioned our country’s initiatives in various fields, including: establishing a Center for Strategic Security Studies, establishing a working group for the supply of essential equipment and medicines, establishing a cooperation mechanism in the field of new technologies, and establishing an Industrialists’ Insurance Union.

6. In their meeting, the Presidents of Iran and China emphasized their readiness to upgrade relations with an eye on the future, noting the capacities and will of the two countries’ leaders to expand cooperation. The Chinese President, while conveying his greetings to the Supreme Leader, said: We are ready to develop our relations with Iran with an eye on the future. Accelerating the implementation of previous agreements between the two countries can be pursued. He described the attack on Iran as a clear violation of international principles and legal rules and stated: Force is never a way to solve problems.

Iran is our strategic partner and we must work together seriously to strengthen the Shanghai Cooperation Organization in order to confront unilateralism. We recognize Iran's legitimate rights to peaceful nuclear use. In recent years, despite the sanctions imposed by the United States and Western countries, we have created the basis for continued cooperation, and now we are ready to expand our relations in all fields, especially in the field of transportation, on a win-win basis.

7. Dr. Pezhakian and Putin emphasize the impact of implementing the long-term agreement and the Eurasian Agreement on expanding cooperation between the two countries: The Russian President, while conveying his warm greetings to the Supreme Leader, said: The process of relations between the two countries, especially with the signing and implementation of the comprehensive long-term agreement between them, is friendly and expanding. The continued implementation of the free trade agreement between Iran and the Eurasian Economic Union will play a significant role in further increasing the volume of cooperation between Iran and Russia. Putin also pointed out the continuous and regular contacts between the two countries on various regional and international issues and stated: The two countries also have continuous interactions on Iran's peaceful nuclear activities.

8. In his meeting with the Prime Minister of Pakistan, the President of our country said: We are interested in strengthening and deepening relations between us in all areas and fields and removing obstacles to expanding cooperation. The Prime Minister of Pakistan also asked the President to convey his warmest greetings to the Supreme Leader of the Revolution and said: Your Excellency's recent visit to Pakistan was very constructive and beneficial and had a constructive impact on strengthening friendly and brotherly relations between the two countries, which raised the mutual understanding of the two sides to higher levels.

This visit has caused deep happiness for the people and great enthusiasm for Pakistani economic activists and businessmen, and we must accelerate the realization of the goals and achievements of this visit by increasing exchanges and exchanges of delegations between the two countries. Cooperation between the two countries in various fields is moving in the right direction. Iran and Pakistan, as two members of the Islamic bloc in the region, can and indeed need to cooperate with each other in the field of realizing lofty Islamic goals. All Muslims and Islamic countries must unite against the genocide and crimes of Israel in Gaza and the violation of the rights of the Palestinians and defend their rights loudly.

9. Dr. Pezhikian said in his meeting with the Turkish President: We are ready to cooperate with Turkey to remove banking and customs barriers and improve the level of trade exchanges; we oppose any presence of extra-regional forces in the Caucasus. The Turkish President also stated in this meeting that we emphasize the legitimate right of the Islamic Republic of Iran in the field of peaceful nuclear activities and stated: The activation of the trigger mechanism is of no benefit and is completely unconstructive. Erdogan considered the concerns of the Islamic Republic of Iran understandable, but at the same time described keeping the door open for negotiations as useful and added: This action will thwart Israel's plans. He emphasized the need to try to expedite the holding of the meeting of the Joint High Commission for Cooperation between the two countries as soon as possible and stated: He will travel to Iran for this purpose.

The Turkish President also asked Dr. Pezhakian to convey his warm greetings to the Supreme Leader of the Islamic Revolution.

10. During the meeting with the President of Tajikistan, Dr. Pezhakian said: The common past of Iran and Tajikistan is a glorious heritage that must be passed on to new generations; cooperation between Tehran and Dushanbe is expanding in all areas. Emomali Rahmon also said: Economic, investment and people-to-people relations with Iran must be deepened more than ever. He once again strongly condemned the military aggression of the Israeli and American regimes against our country. Expressing satisfaction with the constructive cooperation between the two countries in bilateral, regional and international arenas, including in international forums and frameworks, Emomali Rahmon said: Iran has a very great historical, cultural, scientific and civilizational position.

11. In the meeting with the UN Secretary-General, Dr. Pezhakian stated that Iran seeks to resolve existing issues, including the nuclear issue, through interaction and diplomatic means, and said: "We also expect international organizations, led by the United Nations, to take more practical and serious measures against the crimes and arson of the Zionist regime in the region." Guterres also stated: "I am personally convinced that Iran's intention and goal is not to build nuclear weapons and that Iran's nuclear program is peaceful. I believe that your intention and goal is not to build nuclear weapons and that having a peaceful nuclear program is your right, and I recognize it." Guterres emphasized that he had and still has serious concerns about the failure to activate the trigger and snapback mechanisms, adding: "I have raised this point in contact with officials of the European countries that are parties to the JCPOA and have asked them to cooperate with Iran in this regard."
