According to Ashura News, citing Mehr News Agency, Masoud Pezzekian, who attended the Presidential Office of Rural Development and Deprived Areas this morning, Tuesday, visited some parts of the office and listened to reports presented by Abdul Karim Hosseinzadeh, the head of the office, and a number of its deputies and managers. In a short speech, he expressed his points and opinions about these reports, missions, and actions of the Rural Development Office.
The President, while appreciating the efforts and actions taken by the office in the past months, stated: Designing and implementing integrated systems to monitor the quality and quantity of the progress of the actions being taken throughout the country is a very useful measure, but in addition, data related to each department, city, and province must be collected and reviewed to determine what capacities each region has and, based on the collected data, what actions can be taken to develop each region, or whether that region has any potential for development!
Referring to his managerial experiences, Pezizkian added: Unfortunately, there is no up-to-date and accurate data on the capacities and areas for development of different regions of the country; it is not clear exactly what capacities and talents different regions have, nor is there a specific plan for the optimal utilization of these capacities, nor is it clear what should be done if a region does not have the capacity for development!
Emphasizing the necessity of utilizing all the scientific and academic capabilities of the country in the field of identifying and counting the capacities and talents of different regions of the country, the President stated: Unfortunately, some development plans prepared and formulated in the country do not have sufficient comprehensiveness and foresight, and even before the completion of implementation, they need to be revised and revised, while if these plans were prepared based on sufficient, accurate, and up-to-date data, they would have been more comprehensive.
Pezizian added: When development plans are formulated with appropriate comprehensiveness and foresight, naturally all the capacities of the country are identified and taken into account, and plans are made to enhance and utilize them. Accordingly, the capacities and capabilities of the country, from the field of education to action, practice, and supervision, are defined and enhanced in one direction.
The President said: If we do not correct our outlook and method of action, we cannot expect change. If the solutions and policies that have been implemented so far were effective, we would not have witnessed today's situation. Implementing the same ineffective outlooks caused a lot of money and time to be spent in the villages, which was also not fruitful, and despite the efforts made, we witnessed the evacuation of many villages.
Pezizian also pointed out the report presented on the measures taken in the plan to revive stagnant economic units, and noted: Scientific solutions say that 80 percent of the problems are related to 20 percent of the issues, and if these 20 percent are improved, the problem of that 80 percent sector will be resolved. By collecting accurate data, try to give priority to solving problems that have affected more economic units instead of focusing on solving minor problems; this plan should be completed by the Rural Development Deputy.
The President also referred to the criticism raised in the report on the management of the Educational Justice Development Program and the elimination of shortcomings in educational spaces, stating that other agencies did not provide up-to-date and accurate information and data to the Rural Development Deputy, and emphasized the need to provide and consolidate this information and data as soon as possible in this deputy.
In the final part of his speech, Pezizian emphasized the necessity and importance of utilizing new tools and facilities in the development of deprived areas. He also referred to the report presented on the solar panel tokenization project, stating that the financial aspects of this project are being reviewed by the Program and Budget Organization, and asked the project implementers to consult with the Minister of Agricultural Jihad to secure land and to advance the implementation of the project in coordination with the Central Bank and the Ministry of Economic Affairs and Finance.
